The 46 members of the 12th Assembly of Tibetan People's Deputies (ATPD) took their oath of office in the forenoon of 31 May 1996. The first session of the ATPD began on 2 June when the Charter was amended to increase the number of Kalons to eight. On 3 June eight Kalon were elected by the 46 members of the Parliament.

The members of the Tibetan Government-in-Exile's Cabinet took their oath of office on 4 June 1996 before His Holiness the Dalai Lama, at the Thekchen Choeling, Dharamsala

Mr. Kalsang Yeshe and Mr. Do-nga Tenzin resigned as member of the Cabinet. Ven Kirti Lobsang Tenzin Jigme Rinpoche and Mr. Tsewang Choegyal Tethong was elected to the Cabinet during the March Session of the Assembly of Tibetan People's Deputies.
